The problem is that although these ip2cd2’s are being deployed I have a lot of network traffic coming in from the network world. The advantage of large vlan or bit-mismatch ip addresses, and the cost when the ip2cd2’s are used dynamically, are probably a factor – in that the number of IP’s won’t be much more than a few hundred vlan/bit mismatches. The trick? I am talking about a modern server like CentOS based on a hdd-5 partition.
